Step Potential Hazard Control
Assess work area Traffic exposure, overhead hazards, utility covers, soft shoulders Conduct walk through; identify obstacles; mark utilities; set up MUTCD compliant work zone; assign lookout
Inspect milling machine Worn cutting teeth, hydraulic leaks, faulty conveyor, inoperative alarms or lights Perform pre shift inspection; verify drum rotation, conveyor alignment, water spray system, backup alarm, and beacons
Don required PPE Flying debris, loud noise, dust inhalation Wear hard hat, high visibility vest, gloves, steel toe boots, and respirator if dust is present
Position machine at start point Backing hazards, blind spots, misalignment Use spotter; approach cut gradually; keep machine aligned with work path
Coordinate with dump trucks Struck by loader conveyor, truck backing, miscommunication Use radios or hand signals; ensure truck is properly positioned; maintain exclusion zone under conveyor
Start milling drum and conveyor Flying debris, sudden machine movement Keep personnel away from drum; engage systems slowly; verify water spray is active to control dust
Begin milling operation Flying asphalt chunks, machine drift, catching utility covers, uneven roadway Maintain slow and steady pace; keep cutter head level; avoid sudden direction changes; raise drum for obstacles or manholes
Manage conveyor discharge Material spillage, load overflow, contact with truck Keep trucks centered under conveyor; avoid swinging conveyor over workers; stop conveyor if truck must reposition
Monitor depth and cut quality Uneven milling, drum strike, excessive material removal Adjust depth control gradually; maintain communication with ground crew checking cut quality
Stay aware of ground crew Crew entering blind spots or near drum Establish exclusion zone; ground crew must stay visible; operator stops immediately if crew enters hazard area
Handle dust and debris Reduced visibility, respiratory hazards Maintain water spray; reduce speed if dust increases; pause operations if visibility becomes unsafe
Shut down machine Hot components, unintentional movement Lower drum; disengage hydraulics; allow drum to stop fully before approaching
Perform post operation inspection Hot surfaces, sharp cutting teeth Allow components to cool; inspect cutting teeth, belts, hoses, and guards; clear debris only when drums are stationary
Clean work area Loose debris creating hazards for motorists or paving crew Remove loose millings; ensure roadway is broomed or vacuumed before paving
Remove traffic control Exposure to live traffic during takedown Remove cones and signs in reverse order; maintain lookout; wear PPE until area is clear
